Overview

The Scottish Police Authority (the Authority) is responsible for preparing (and keeping under review) a strategic police plan, which sets out the main objectives for the provision of policing in Scotland. Section 34 of the Police and Fire Reform (Scotland) Act 2012 sets out the legislative basis upon which a strategic police plan is developed and kept under review.

The current Strategic Police Plan - the Joint Strategy for Policing - developed by the Authority and Police Scotland, ends in March 2026. As such, we are consulting on a new Strategic Police Plan for 2026-29.

The draft Strategic Policing Plan for Scotland 2026-29 is available here. It is designed around five overarching strategic outcomes. Further narrative detail under each outcome is provided to articulate the expected implementation approach and accompanying activities. Please review the draft plan before responding to this consultation.
